This screen allows users to enter or modify the details of a component item. The Component Item Details screen is accessed when the user clicks the component item number hyperlink located at the bottom of the lump sum Item Details screen. When the Project Status is Design or Review, this screen can be accessed in create and update modes by members of the Design Project Team. When the screen is accessed during the addendum process, authorized users have create and update authority. When the Component Item Details screen is accessed via the Design Items link on a published Bid Package or Addendum, all users, including the anonymous public have view access, and the screen is locked from editing by any user. No modifications to this screen can be made after bids for the project have been opened.

When creating a lump sum item, PENNDOT has the option of designing a component item breakdown or of indicating that the apparent low bidder must submit a contractor-designed component item schedule. If PENNDOT indicates a contractor design is required, no component item breakdown is provided in the bid proposal, but the system sets a flag that prevents the contract from being awarded until the contractor has submitted, and PENNDOT has approved, a component item schedule. If PENNDOT indicates it will provide the component breakdown, the user creates the component items by clicking the Add button at the bottom of the Item Details screen for the lump sum item. In this case, the system sets a flag preventing the award of the contract until the apparent low bidder has submitted (and PENNDOT has approved) the component item prices for the as-designed components.
