Project Description

The proposed project consists of separating Paxton Street (SR 3010) from Sycamore Street (SR 0441) at the Harrisburg City/Swatara Township line in Dauphin County, thereby eliminating the intersection. Minor right of way will be taken from the Paxton Street Home property (NRHP eligible historic property) to create two continuous lanes for Sycamore Street and maintain the eastbound lane on Paxton Street. In addition, the portion of S. 20th Street located between Paxton Street and Sycamore Street will be eliminated and the roadway surface will be removed. Sidewalk will be constructed across the previous S. 20th St and connect with sidewalk in front of the Paxton Street Home property. A new crosswalk will be added across Sycamore Street immediately to the east of Paxton Street Home to access proposed sidewalks located along the Paxton Street and businesses to the east. Additional work includes minor storm water drainage improvements in front of the Paxton Street Home. See attached location map. 

In addition, the 28th and Sycamore Street intersection will be modified. The modification of turning radii is necessary to accommodate truck turning movements to and from 28th Street onto Sycamore Street. Trucking facilities are located on Sycamore St. between Paxton and 28th Streets. Truck traffic to and from these facilities will travel east to 28th Street, then north on 28th Street to Paxton Street. Post construction, there will be a sign on Sycamore St preventing trucks from turning west, requiring truck traffic to go east to the 28th Street intersection.

The existing SR 441 section of Sycamore St. between the current Paxton/Sycamore intersection east to 28th Street will be turned over to the township. SR 441 will begin at the 28th/Paxton Street intersection and travel east. It was determined that the pavement on existing SR 441 between the Paxton/Sycamore and 28th Street did not require milling and overlay. PennDOT will update signs and pavement markings.

The section of 28th Street located between the Sycamore Street/28th Street intersection and 28th Street/Paxton Street intersection will be acquired by PennDOT. No improvements are proposed for this section of roadway. It will become part of SR 441.

REEVAL 2025: The reevaluation is being prepared due to minor changes in project design. Additional right of way is required from the Paxton Street Home, eligible for the National Register of Historic Places. Additional TCE area is required from the property for access to grade the stormwater drainage from the new roadway. The change in required and temporary right of way did not change the findings of No Adverse Effect. In addition to the change in right of way on Paxton Ministries property, it was determined that the project will increase runoff to the Capital Region Water system. Therefore, a raingarden was designed to capture stormwater and mitigate the increased volume received by Capital Region Water’s system. The rain garden will be located between Paxton Street and Sycamore St, east of S. 20th street on a triangular piece of land with an unknown owner. Updated plans are attached.

 



Project Purpose and Need

Purpose:

The purpose of this project is to improve traffic flow and address the traffic hazard that exists due to the skewed angle intersection.

Need(s):

Currently Paxton Street (SR 3010) and Sycamore Street (SR 0441) meet at skewed angles at the Harrisburg City/Swatara Township line in Dauphin County. Traffic travelling east on Sycamore Street meet with Paxton Street at a 45angle with a stop sign, creating sight distance issues. To remain on Sycamore Street, traffic must then merge into Paxton Street eastbound traffic and immediately turn back onto Sycamore. Traffic travelling westbound on Sycamore Street meet Paxton Street at a 45o angle at a stop sign. Motorists entering from Sycamore Street onto Paxton Street westbound must contend with traffic merging eastbound onto Paxton from Sycamore, as well as cross lane.  During peak commuter hours, traffic on Paxton Street experiences heavy back ups. This results in motorists cutting over to Sycamore Street to avoid backed up traffic.

A Paxton Street Road Safety Audit was conducted in 2018, utilizing traffic crash data from 2012 to 2016. Of the crashes along the corridor, 11 were recorded at the Paxton/Sycamore intersection.



Project Setting and Distinct Project Features

Provide narrative to adequately describe the project setting (terrain, locale, land use, presence of bicycle/pedestrian or other unique facilities, etc.) and support the evaluation.  Any additional information not otherwise covered by this form that is necessary to clearly understand project circumstances should also be included in this section.  Narrative should be appropriate for the complexity of the CEE and project circumstances with the length and content varying accordingly.


The Paxton and Sycamore Street intersection improvements project is located in a heavily urbanized setting, which is characterized by a mix of commercial and residential uses in the City of Harrisburg and Swatara Township, Dauphin County. Sidewalks are present along the south side of Sycamore Street. The sidewalk lacks a connection between the Paxton Manor home property to the Paxton Street and Sycamore Street shoulders east of the intersection.

Paxton Manor, located on Sycamore Street, provides affordable housing and support services for adults who may be challenged with poverty, mental illness, or intellectual disabilities. Additionally, CAT Bus Route 6 travels along Sycamore Street and continues through the project intersection onto Paxton Street. A timepoint bus stop is located at the corner of 19th and Sycamore Street. A bus shelter is located on 20th and Sycamore Street across from Paxton Manor.



Describe the involvement with utilities with this project.
Overhead utility lines exist in the project area. Two utility poles will be relocated away from Paxton Street Home. Overhead utility poles and lines will be relocated to the barrier separating Paxton St from Sycamore St. This will protect trees in front of the Paxton Street Home from PPL trimming, maintaining the park like setting and avoiding an adverse effect. Overhead line relocation was approved during safety review. Underground utilities exist in the project area, no impacts or relocations will occur.

Describe the involvement with any railroad (active or inactive) including all rail lines, crossings, bridges, or signals.

Describe changes to access control.
There will be a change in access as the direct access from Paxton Street onto Sycamore will be eliminated. The reason for the change in access is to eliminate safety issues for the travelling public.
