Summary of Reevaluation Changes by Document

Package Document

 This CE Reevaluation package #40597 is being completed to include MPMS #81296 for the advanced demolitions of abandoned buildings. As of this CE Reevaluation, construction of Section HAT was completed in 2012, Section HT2 was completed in 2025 and Section HT3 is currently in Final Design. Other than noted below, no other text or attachments were revised since the January 2023 Reevaluation.

Part A: General Project Identification and Description

MPMS 81296 was added to the document for advanced demolitions of abandoned buildings. A TIP Modification is being advanced to program $640k of state funding to the CON phase of MPMS 81296.

Part A: Engineering Information

A breakdown of overall project funding was included as an attachment. No other updates made to this part of the document.

Part B: Section A-2

Since the January 2023 Reevaluation, inspection and abatement is in process or has been completed for the six advanced demolition properties. All work will be completed by 6/20/26. 3273 Township Line Road (parcel #132), Hatfield Township - abatement completed 107 Fairhill Road (parcel #230), Hilltown Township - UST scheduled for removal in June 2026 3263 Township Line Road (parcel #133), Hatfield Township - abatement completed 11 Fairhill Road (parcel #227), Hilltown Township - asbestos siding removal scheduled in June 2026 100 Fairhill Road (parcel #234), Hilltown Township - abatement completed 3544 Bethlehem Pike (parcel #134), Hatfield Township - abatement completed

Part B: Section A-3

Since the January 2023 Reevaluation, threatened and endangered species coordination was updated. The PNDI environmental review was updated on December 30, 2025 and resulted in a conservation measure (PGC), potential impact (PFBC), and potential impact (USFWS). The PGC conservation measure states that PGC defers comments on potential impacts to federally listed species to the USFWS. PFBC letter response dated December 30, 2025 indicated no adverse impacts are expected to the species of special concern. USFWS indicated that the project is in the range of federally listed species and instructed project information be entered into IPaC. In IPaC, the species list for the project included Indiana bat (endangered), tri-colored bat (proposed endangered), and monarch butterfly (proposed threatened). A bat habitat assessment was completed for the project and did not identify Indiana bat habitat. The northeast determination key was completed and the project is not likely to adversely affect Indiana bat. Updated receipt and agency responses are attached.

Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 2.
