Summary of Reevaluation Changes by Document

Part A: General Project Identification and Description
The project description was updated to include the demolition of the building at 95 Overbrook Avenue. Updated Construction Plans were attached.

Part B: Section A-3
The threatened and endangered species section had to be updated due to the PNDI expiring. The updated PNDI resulted in impacts to three bat species under the PGC and USFWS. An IPaC had to be conducted and coordination with the USFWS was required. Several commitments/mitigation items were created to avoid or minimize bat impacts. PennDOT determined not likely to adversely affect the three bat species with these commitments/mitigation items, which the USFWS concurred with on April 27, 2026.

Part B: Section A-7
Parcel 20 was updated from TCE to RROW. Parcel 39 was removed from section; it was determined that the parcel was part of Parcel 20. Parcel 39 was shown as a total take on previous approved CE. ROW Plans were attached.

Part B: Section E
The mitigation section was updated based on coordination with the USFWS in 2026.

 Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 2.
