Summary of Reevaluation Changes by Document

Part A: General Project Identification and Description

The project limits were revised. The project description was updated to include proposed Intelligent transportation system (ITS) improvements at US 30 & Greenland Drive and PA 462 & Strasburg Pike, the replacement of a sign structure along SR 0030 Eastbound (EB), and a 60-inch pipe that crosses the SR 0030 EB off-ramp. An updated roadway plan was also attached. The relocation of the sanitary sewer line for the proposed culvert extension was also added to the utility involvement description. The utility involvement description was also updated with additional details regarding telecommunications and electric infrastructure conflicts.

Part A: Engineering Information

Traffic data and estimated costs were updated, and a detour plan was attached.

Part B: Section A-1

Waterway impacts were revised due to the addition of the pipe replacement along SR 0030, as well as SR 0462 culvert extension design refinements. Information regarding the wetland and watercourse re-evaluation on March 20, 2026, was added to the wetlands methodology. The re-evaluation did not modify wetland or waterway boundaries within the proposed project limits.

Part B: Section A-3

The PNDI receipt for the project was updated on October 25, 2025, and US Fish and Wildlife Service (USFWS) indicated that the project was within the range of the Indiana bat. USFWS review indicated that the project was not likely to adversely affect the Indiana bat if avoidance measures were implemented. This section was updated with information about the review process, avoidance measures, the updated PNDI receipt, and documentation from USFWS.

Part B: Section A-4

After modifications to the scope of the project, the previous Section 106 finding was confirmed by PennDOT Cultural Resource Professionals on April 3, 2026.

Part B: Section A-7

Minor updates to the right-of-way acquisition locations and impact numbers were made due to design changes and refinements.

Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 1b.
