Part A: General Project Identification and Description
Updated project limits of work and construction stationing and project description to include the addition stormwater/drainage improvements and slope stabilization north of the original anticipated limits of work and a refinement to the project's stormwater management from a basin to a bio-retention rain garden.

Part A: Roadway(s)
Updated to include portions of SR 0378 in the vicinity of the additional drainage improvements and slope stabilization. Updated the proposed widths based on refinements to the design. Provided additional details including stationing to more accurately depict the proposed improvements. Added a new Spring Street (West Side) Ramp tab to the CE document.

Part B: Section A-1
The most recent ATON Plan approval from the PFBC (dated December 8, 2025) is included in Section B: A-1 (Aquatic Resources). Channel widths and associated temporary and permanent impact areas were recalculated accordingly, and the document was updated to reflect these revisions. The "Package Document Summary of Reevaluation Changes by Document" has been revised to more clearly state that this update was necessary due to design refinements related to the proposed causeway. Previously proposed scour protection within Monocacy Creek that was accounted for in the 2022 CE documentation, has been removed from this project.

Part B: Section A-2
Note of federal funding associated with Keystone Recreation, Park, and Conservation Fund (Key 93) and Environmental Stewardship Fund Act (ESF) have been included as part of the proposed rain garden and South Bethlehem Greenway. Information regarding on-going Phase II/III Environmental Site Assessments (ESAs) were noted as part of the active investigation occurring within the Lehigh River and on the Fitch Fuel Company property. Additionally, it was noted that access to the Norfolk Southern property during the design phases of this project has been denied. Due to these constraints, environmental sampling, testing, and disposal will be the responsibility of the contractor during construction. The Contractor is required to restore the towpath at the conclusion of construction activities. The Towpath restoration is included under mitigation commitments.

Part B: Section A-3
An updated Pennsylvania Natural Diversity Inventory (PNDI) was included in this document as part of the reevaluation process. Additionally, the USFWS portion of the PNDI required the project information to be entered into IPaC to screen for federal, threatened and endangered (T&E) species, including bats. This documentation, associated findings, and conservation measures are now included.

Part B: Section A-4
Minor updates to temporary and permanent right-of-way impacts to cultural resources have been included. These modifications are addressed in detail in Section A-4 of this document. An additional Final Design Consulting Party Meeting was held on October 17th, 2025 to provide updates to the project and review design refinements and proposed mitigation. An updated effect finding was completed by the PennDOT Cultural Resource Professional (CRP) and concurrence from the PA SHPO is attached.

Part B: Section A-5
Temporary and permanent right-of-way impacts to Section 4(f) resources have changed based on updates to the design. Updated Section 4(f) Forms and a summary of changes have been provided.

Part B: Section A-7
Anticipated right-of-way acquisitions and easements have been updated. These updates are reflected in the attached Acquisition Table in Section A-7.

Part B: Section C
Updated to include additional public, stakeholder, and City of Bethlehem coordination which was conducted as design progressed.

 Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 2.
