Summary of Reevaluation Changes by Document

Part A: General Project Identification and Description
Proposed plans for the project were revised, including a reconfiguration of the I-80 interchange with SR 309, along with other changes to the project limits, roadway, and stormwater design. Minor modifications were made to the proposed structure plans. The revised construction and structure plans were attached.

Part A: Engineering Information
Traffic data, construction costs, and the detour duration were updated. It was noted that Luzerne County accepted the detour plan and closures at their 9/23/25 Council Meeting.

Part A: Structure(s)
Minor changes to proposed structure information.

Part B: Section A-1
Wetland and waterway impacts were revised to account for design changes and updated wetland limits. The environmental features plans were updated accordingly. Additionally, mitigation for wetland impacts now includes use of a wetland mitigation bank.

Part B: Section A-2
The revised limits of roadway paving along SR 309 include existing groundwater monitoring wells. No additional hazardous waste studies are required, but the wells are still active and must be maintained.

Part B: Section A-3
Threatened and endangered species coordination was updated. All tree cutting must now be conducted during the bat inactive season (November 15 to March 31) as mitigation for protected bat species.

Part B: Section A-4
The design modifications were reviewed, and the project was determined to still be exempt from further Section 106 review.

Part B: Section A-7
The size and location of right-of-way impacts have been revised due to design changes.

Part B: Section C
A second virtual plans display was held from April 23, 2025 to May 19, 2025.

 Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 1b.
