Summary of Reevaluation Changes by Document

There have been minor changes to the project limits and impacts since the last CE was approved in 2022. This CE Reevaluation also includes the addition of the off site stream mitigation site and the need to update the PNDI for the project as it has been three years since the CE was approved.

Part A: General Project Identification and Description
Part A Prepared By: Changed from Dawn Schilling to John Petulla Date Prepared Updated Limits of Work End Updated from 0586 to 0621 Construction Stations End Updated from 1164+60.00 to 1164+95.00 Added to Project Description: Off site Stream Mitigation: The SR 0981, Section Y10 project will incur a total of 1,141 LF of permanent impact to intermittent and perennial streams, of which 357 LF will be permanent stream loss that cannot be mitigated on-site. The permanent impacts include both open stream channel and stream currently within drainage structures (i.e., culverts and bridges) in accordance with PASPGP-6 permit reporting requirements. Stream mitigation totaling 344 LF of perennial streams will occur on-site throughout the project corridor in the form of stream relocations and approach channel realignments (i.e., channel grading, bank grading, live plantings, seeding & mulching) to mitigate loss length of perennial and intermittent streams. The remainder of the stream loss length that cannot be replaced on-site will be mitigated at the off-site stream mitigation site and will include about 600 LF of stream restoration along Linn Run. These improvements will restore and enhance the stream channel to correct the existing conditions and minimize future erosion issues. The improvements will consist of removing debris and constructing mud sills and cross vanes (Figure 1). These Best Management Practices (BMP) were selected as the least intrusive to the stream and surrounding environment while being the most effective for stabilizing the streambanks and improving the in stream habitat and flow characteristics. Attachments: Mapping was updated to include minor changes in construction end and a minor extension of the previous construction limits for the temporary placement of excavated farmland soil as requested by the property owner. Project plans were added.

Stream, Rivers & Watercourses: Wild Trout list was updated from 2021 to 2025 (and checked) Linear feet of Streams permanently impacted was updated from 417 to 1,141 Updated to address the Linn Run Stream temporary impact for the off-site mitigation at Linn Run State Park. Updated mitigation remarks. Groundwater Resources: Describe Any Permanent and Temporary Impacts updated to say: Special provisions will be incorporated for sampling of residential groundwater wells near proposed cut areas. Wetlands: Updated to say a total of 23 wetlands were delineated vs. 20 in original CEE. Acreage of Wetland permanently impacted updated from 0.908 to 0.619. Description of permanent impacts and temporary impacts was updated to match waterway permit. The wetland impacts (Total 0.610 ac.) will be mitigated at the District 12-0 SGL #297 Wetland Mitigation Bank in North Bethlehem Township, Washington County. The site will be capable of replacing the impacted vegetative acreage and wetland functions. 7/15/2025: updated mitigation commitments as per FHWA comments.

Part B: Section A-2
Agricultural Resources: Describe Any Permanent and Temporary Impacts was updated to include most recent acreages. Added the following note to remarks: In an email dated 4.26.24 Office of General Counsel confirmed that nothing in Final Design changed their prior ALCAB jurisdictional opinion that all impacts would be exempt from ALCAB jurisdiction. Hazardous or Residual Wast Sites: Add a note that: No evidence of waste is present at the off-site stream mitigation. Mitigation was updated to note that special provisions have been prepared regarding historic fill.

Part B: Section A-3
PNDI updated for 981-Y10 1/21/2025, PNDI for the Linn Run Stream Mitigation (Project Search ID: PNDI-784121 dated 1/21/2025) Avoidance Measure: The proposed project is located in the vicinity of northern long-eared bat spring staging/fall swarming habitat. To ensure take is not reasonably certain to occur, do not conduct tree removal from May 15 to August 15. The U.S. Fish and Wildlife Service determined take is not reasonably certain to occur from tree removal if activities are avoided during the pup season
