Part A: General Project Identification and Description
Wetland impact changed from 0.38 to 0.58 acres in project description

Part A: Engineering Information
Design Exceptions Section: Removed the following SR8007 (Ramp E) 1. Substandard SSD of 160 feet through the secondary curve (R=380’ at Vd=35 mph) 2. Substandard minimum length of circular arc for the leading compound curve (R=520 feet) with a length L=114.76 feet. Additional Information Section: Eliminated the need for detour SR848 (removed attached plansheets) and removed following statement: 1. Closure of SR 848 across the bridge during Stage 2 Phase B & C. Detour lengths are as follows: SR 848 EB is 5.1 miles and SR 848 WB is 8.7 miles. SR 0081 NB is 2.8 miles and SR 0081 SB is 4.7 miles. See attached detour plans.

Part B: Section A-1
Streams • Updated LF of Stream impact from 1,068 to 1,604 • Updated “Describe Any Permanent Impacts” to Nine Partners Creek and the UNTs (579 and 1025 LF) • Updated “Advanced Compensation” to 1,178LF • Mitigation Remarks: All stream mitigation will be completed off-site at a mitigation bank (Upper Susquehanna River – MB) in coordination with the resource agencies. • Remarks: Noted the date of the recent aquatic resources delineation in 2023. Wetlands • Methodology: On April 12-13, 2023, a wetland delineation was performed to update the aquatic resource delineation in the updated project study area. • Updated acres of permanent wetland impact from 0.38 to 0.58 • Updated “Describe Any Permanent Impacts” to show SF increases in impacts to Wetland A, G, and K. • Updated “Describe Any Temporary Impacts” to show AC/SF increases in impacts to Wetland K. • Added acres for "Banking" and "Bank to be Debited" (0.58ac / Upper Susquehanna River-Mitigation Bank)

Part B: Section A-2
Vegetation Section "Describe Mitigation" statement was revised to indicate that "Mitigation for wetland impacts will be completed during final design in consultation with the USACOE and PaDEP and be completed at wetland bank." Hazardous Waste Section - revised to note that a Phase II / III has been completed: Phase II / III testing investigation was conducted in 2024 regarding potential impacts from the Gibson Travel Plaza (GTP) facility. The GTP has been investigating past underground storage tank releases under agreement with the PADEP NE Regional Office. A groundwater remediation system was installed by the GTP in the vicinity of SR 848 - Eastern bridge approach. Groundwater monitoring wells and core boring - soil sampling and testing parameters were determined to be below the ACT2 SHS MSC criteria.

Noise Receptor B-1 (Lackawanna College - School Of Petroleum and Natural Gas) closed and is no longer in the NSA (September 2024).

Part B: Section A-7
Updated the Right-of-way acquisitions from 14 to 18, and noted that 17 are partial takes and 1 total take. Noted that the total take, Property #14 (Ireno & Mary J. Monteforte), has no buildings and is situated between Ramp H and Oliver Rd. See attached DFV plans in the A: Gen Section.

Part B: Section D
Updated to note that Pre-Application meetings have been held on 8/16/22 Pre App (minutes attached), 4/26/23 Pre App (minutes attached), and 8/29/24 Pre App (minutes in progress, not available at this time).
