Summary of Reevaluation Changes by Document

Package Document
The I-95 Section AFC CEE is being re-evaluated to include overall AFC; the first CEE for AFC was completed as a Hardship CEE for Monkiewicz Playground. This CEER had been completed for all Sections of AFC (AF2 through AF4), except AF1, which was approved as a Re-Evaluation under the I-95 Section GR1 Re-evaluation. Four additional MPMS numbers were added to the package document.

Part A: General Project Identification and Description
The Project Description, Purpose and Need, and Involvement with Utilities and Railroads were updated to include information for the overall I-95 Section AFC project. Segments and offsets were added, Context Sensitive Solutions, Federal Project Number were updated, and Attachments 5 and 6 were also added.

Part A: Engineering Information
The following was updated in the Engineering Information to include the overall I-95 Section AFC project: Current ADT, DHV, Truck %, Design Speed Shoulder Widths, Design Exception information, Traffic Control Measures, Estimated Costs and Attachment 1.

Part A: Roadway(s)
Six Roadway sections under Part A were added to include information for the overall I-95 Section AFC project: Mainline I-95 NB and SB; Allegheny Avenue; Castor Avenue; Delaware Avenue; Ontario Street; Venango Street.

Part A: Structure(s)
Ten Structure sections under Part A were added to include information for the overall I-95 Section AFC project: Ramp C over Castor Avenue; Ramp A over Wheatsheaf Lane, Ramp A over Richmond Street; Ramp A over Ramp C/Castor Avenue; Ramp A over Venango Street; I-95 NB/SB over Wheatsheaf Lane; I-95 over Richmond Street; I-95 over Castor Avenue; I-95 over Venango Street; I-95 Westmoreland Viaduct over Allegheny Avenue, Westmoreland Street, Ontario Street, Schiller Street, and Tioga Street.

Part B: Section A-7
The following sections were updated to include information for the overall I-95 Section AFC project: Regional and Community Growth, Public Facilities and Services, Environmental Justice, and Right-of-Way Acquisitions. Attachments 1 - 3 were added.

Part B: Section C
The following sections were updated to include information for the overall I-95 Section AFC project: Public Involvement; meeting types updated and Attachment 1 was added and list of meetings updated.

Part B: Section D
This section was updated to reflect NPDES permit needed for the I-95 Section AFC project.

Part B: Section E
The Matrix for the Environmental Commitments and Mitigation Tracking System was updated and is an attachment that includes mitigaton information for Sections AF2, AF3 and AF4 of the I-95 Section AFC project.

Confirmation of Reevaluation Classification and Level

 Upon reevaluation, as supported by the attached documentation, this project qualifies as a CE Level 2.

Remarks: 03/27/18 - Construction funding for Section AF2 in the amount of $24,000,000 is in the Draft 2019 TIP. Construction funding for Section AF3 is also on the Draft 2019 TIP in the amount of 145,000,000 and Construction funding for Section AF4 will be programmed on a future 12 year plan in the amount of 148,000,000.
The information which follows is repeated from the CEE approved on 06/24/16. 100% State funds are authorized for Final Design, Right-of-Way and Utilities under this MPMS Number. This MPMS Number is associated with the first construction section of the S.R. 0095 Section AFC project and future construction sections will contain federal funding. 
For federally funded projects where the construction phase (and if needed, ROW and/or utilities phases) is not programmed on the current TIP, remarks provide a detailed reference to the current LRTP identifying full funding for the project.

 "LRTP Date" is the date of the last adopted Long Range Transportation Plan.
