All FHWA approvers, reviewers, and e-mail recipients were previously lumped together in the same ECMS security user group. A new ECMS security group has been created for Section 4F Reviewers & designated E-mail recipients only (reviewers and recipients combined) to perform their separate function within the system. FHWA Approvers will no longer receive automatic e-mail notices generated by the system, but will be notified by internal FHWA e-mail notice of documents for review/approval.

An extra pop-up response window (Yes/No) has been added to the Request Revision process to help prevent users from inadvertently requesting revisions. Users will be asked, “Are you sure you want to request a revision to this submission?”, at which point they can click “No” and back out, or “Yes” and continue the process.

In order to ensure the user understands the proper approval process when a Section 4(f) resource is present, the following three additions have been made:
1. Added a statement to Part B Section A-5: "When a Section 4(f)resource is present, a Section 4(f) document must be completed and approved by FHWA, then attached to the CEE before the CEE can be submitted for review and approval".
2. When there is a Section 4(f) resource present, a WARNING with the statement at #1 now appears as a reminder when this section is verified.
3. The FAQ for this section now explains the separate approval process for Section 4(f) documents and the need to scan in the FHWA-approved document as an attachment to the CEE before it can be submitted for review and approval.
