The Request Revision process has been changed to allow users to Abort a revision request.  Users can now Abort a Revision Request after initiating and saving, but before hitting the ‘Send Request’ button.

Part B, Section D – Permits Checklist: An ‘Other’ checkbox has been added to the DEP Waterway Encroachment (105) Permit section.  If the ‘Other’ checkbox is selected, the user must specify what the ‘Other’ is under ‘Other Permits Information’.

The Request Revision process has been modified so that the revision request screen opens in a new, separate window.  This allows the reviewer to switch more easily from revision comments to the specific package being reviewed.

Part B, Section A-5 - Section 4(f) Resources:  The column heading has been changed from “Impacts” to “Use”.  In addition, the 4(f) documentation requirements have been removed from the Parks and Recreation section (B: A-2) and Wildlife and Habitat section (B: A-3).  These form changes will apply only to packages generated after January 26, 2004.

Only ADMIN users now have the ability to create new Help documents.  The ‘New’ button on the Help database has been hidden from other users.

Parenthesis around Revision Request documents in the Document List have been removed.  Parentheses around other documents are used to indicate whether that document was included with the package or not.  Since Revision Requests are always included, parentheses are unnecessary.

Inconsistent Presence/Impact answers.  The system has been modified so that it will no longer attempt to automatically change inconsistent Presence/Impact answers.

After receipt of the FHWA’s “Approval to Advertise EA for Availability”, the package status will be shown as ‘Availability’.  The package will remain in ‘Availability’ status until the FONSI date becomes available and is entered by HQAD.

After the FONSI date is entered by HQAD, the package status will change to ‘FONSI Request’.  Upon receipt, the actual FONSI can be attached to the FONSI/Act 120 document by HQAD.  After HQAD hits the ‘Complete’ button, the final status of the package is ‘Approved’.

When navigating through a package, the current document in the Document List is now highlighted to make it more clear which document is the current document.  The ‘Previous’ and ‘Next’ buttons have been removed.

The two (2) archive agents (ArchiveApproved & ArchiveIdle) have been changed from running daily to running weekly.

A link to the current version of the CEE form in MS Binder format has been added under the ‘Links’ section of the Navigation pane.  A warning appears before the download begins reminding users that the MS Binder version of the form may only be used for projects with prior approval by HQAD and FHWA, and that the MS Binder software must be installed on the user’s workstation in order for the binder forms to work properly.  This version replaces all earlier versions provided in Pub 294 (and on diskette) and will be updated with each major release to the CE/EA Expert System.

Part B, Section A-4 – Cultural Resources: Users previously received an error message if Stipulation C = Yes, an exempted resource was checked as Present and no documentation was checked in the documentation list.  No documentation is required in this case and the error message has been removed.

The process that sends idle packages to the archive (ArchiveIdle agent) has been modified to include all statuses except ‘Approved’.  Previously, it was only looking for idle packages in ‘Preparation’.

A direct link to the CE/EA Expert System has been created from both the PennDOT Internet and Intranet Homepages under “Doing Business With PennDOT”.  It is recommended that users login to the expert system from these links and/or bookmark on your “Favorites” list.  From the Expert System Homepage, there is a hotlink to ECMS when needed.
