A warning appears before the download begins reminding users that the MS Binder version of the form may only be used for projects with prior approval by HQAD and FHWA, and that the MS Binder software must be installed on the user’s workstation in order for the binder forms to work properly. This version replaces all earlier versions provided in Pub 294 (and on diskette) and will be updated with each major release to the CE/EA Expert System.

It is recommended that users login to the expert system from these links and/or bookmark on your “Favorites” list. From the Expert System Homepage, there is a hotlink to ECMS when needed.
