Scoping involves the verification of information identified in planning (PennDOT Connects) including an evaluation of a project's existing and proposed engineering features, any required analysis and documentation of involvement with environmental resources, and necessary and appropriate public involvement. Nearly all projects go through a scoping process. Scoping is documented in the CEES for all anticipated project types including BRPA, Level 1a CE, Level 1b CE, Level 2 CE, EA, and EIS.
If a PennDOT Connects form was completed for a proposed project, was assigned an MPMS number, and is in a status of "On the LRTP/TIP" or "Recommend to the LRTP/TIP" some information included in the form will feed into the scoping form. The form must be in this status before creation of the scoping document in the CEES.
A scoping field view (SFV) is a site visit conducted by the originating office and other appropriate parties to define a project's scope of work and to evaluate a variety of circumstances involved with the proposed project, such as engineering parameters, involvement of environmental resources, and required public involvement. Prepare a scoping package to document the scoping field view and generate an evaluation from an approved scoping package.
Guidance for conducting a scoping field view can be found in Section 3.2 of DM-1B and Section 2.2 of DM-1C.

A SFV Calendar and Scoping Progress view (color coded by project complexity) are available in the system for users with the status of District User, Environmental Manager, Assistant District Executive - Design, and District Executive. The SFV Calendar shows projects by the data the SFV was held (as entered on the results page). The Scoping Progress view can be sorted by district and shows all active scoping documents, if forms have been verified, and when the scoping was submitted for concurrence.
