Solid and hazardous wastes encountered as part of transportation projects or agency operations can include: discarded materials, by-products, residual solids or liquids, construction debris, garbage, refuse, sludge, contained gaseous materials, or any other unwanted substances which required prudent handling and treatment to prevent hazard.
