Title:

Reevaluation

Type:  General Help

Category:  CE

A process by which a previously approved package is reconsidered to determine if there have been any changes in project scope, revisions, impacts or other factors that contradict or otherwise affect a previous finding (Categorical Exclusion determination (approval)). The required documentation depends on revisions to regulations, the impacts, and the time since approval of the CEE.

The system provides a 'Create Re-eval' button on most approved documents to support the Reevaluation process. Selecting this option copies all of the data contained in the previously approved package into a new package. This new package can then be verified, changed or amended as necessary and resubmitted for review and approval.

The Package Document for a Reevaluation requires the selection of a Reevaluation Reason:

  • Change in scope, impacts and or mitigation.
  • Three or more years since major authorization or phase change.
  • Other:  Type in other reasons for reevaluation which may include - new environmental resources in the study area have become known, changes to the applicable NEPA requirements or laws relating to environmental resources, or as determined necessary by the Environmental Manager.

All information should be reviewed and updated as necessary, and all individual pages/documents should be re-verified. Use the check boxes and the associated editable fields within the package document to explain the reason for the re-evaluation, the individual pages/documents that were updated indicating what was changed and why, and confirmation of the re-evaluation classification and level. For BRPA packages, use the “Additional Information” text field at the bottom of each included matrix to note the changes since the evaluation or last reevaluation.

When re-evaluating for projects where more than three years have elapsed after approval, the Environmental Manager may determine that no substantial changes to project scope, impacts, and/or mitigation have occurred. If so, complete the re-evaluation and indicate on the package document that there are no changes.

The review, concurrence, and approval process for a re-evaluation is the same as was required and used for the approved CEE. This process varies depending upon the level of CEE that was approved. After the review of the re-evaluation is completed, the date of re-evaluation approval is automatically applied on the next Form D-4232 submission.
