The FHWA Pennsylvania Division has prepared an environmental assessment (EA) writing template as a tool to help streamline the preparation of EAs that have one build alternative and for which the potential for environmental resource impacts is limited.

The template is attached and can be used immediately upon consultation with FHWA for eligible projects.

This template is meant to be flexible and used as a guide. Users may adapt the template to their specific project in consultation with your FHWA Pennsylvania Division Environmental Specialist and PennDOT Central Office Environmental Policy and Development Division.

If an EA includes more than one build alternative, the recommended EA outline in DM-1B, chapter 4 should be followed.
